Guy Cowan, BSc (Hons) Engineering, FCA (UK) MAICD Chairman

Guy is an independent non-executive Director. He was appointed Chairman of Port of Brisbane Pty Ltd on 17 February, 2021.

Guy is currently Chairman of Queensland Sugar Limited, Stahmann Webster Group, and Winson Group, and is a Director of Santos.

Guy had a 23-year career with Shell International in various senior commercial and financial roles. His last two roles were as CFO and Director of Shell Oil US and CFO of Shell Nigeria. He was CFO of Fonterra Co-operative Ltd between 2005 and 2009.

He is a former Chair of Health and Plant Protein Group Limited (2018 to 2021), and a past Director of UGL Limited (2008 to 2017) where he chaired the Health and Safety Committee. Guy is also a former Director of Coffey International (2012 to 2016) and Ludowici Limited (2009 to 2012).

Guy holds a Bachelor of Science (Engineering and Social Studies) (Hons) from the University of Sussex, and is a Member of the Institute of Chartered Accountants of England and Wales, UK.

Stephen Cantwell

Stephen joined the PBPL Board in June 2015. With almost 40 years’ experience in a broad range of strategic, functional and customer-facing roles within multi-billion dollar national and international businesses, Stephen has extensive experience backed by strong commercial acumen.

In addition to his PBPL role, he sits on the boards of Queensland Rail and Tasrail, where he is the current Chair. He is also a member of the Townsville Industrial Development Board.

In his executive career, Stephen worked in a range of C-suite and CEO roles with the pre-privatised Queensland Rail and the publicly listed Bradken Ltd.

At Bradken, Stephen had responsibility for differentiated consumable and capital products supplied to global markets in the resources, freight rail and power generation sectors.  His role encompassed responsibility for manufacturing facilities world-wide, distributing through an extensive network of sales and service centres in Australasia (including Indonesia, Malaysia and Thailand) Africa, the Americas, China, India and the CIS.

In a career spanning 33 years with Queensland Rail, Stephen worked through every organisational level to build strong national and international business credentials in the transport and logistics sector. Stephen now continues to work with a range of global corporations and governments to advise in the areas of transport, logistics and infrastructure.

He holds a Business Degree from the University of Southern Queensland, majoring in Operations Research and Information Systems, a Graduate Diploma in Transport Management and a Master of Business Degree from the Royal Melbourne Institute of Technology.

He is also a fellow of the Chartered Institute of Transport and Logistics, a Fellow of the Centre for Integrated Engineering Management, and a Graduate Member of the Australian Institute of Company Directors.

Graham Hooper

Graham Hooper joined the Board of Port of Brisbane Pty Ltd  in February 2019. Graham is an independent infrastructure consultant, based in Australia, with 40 years’ experience in port and transport infrastructure worldwide. He has advised governments, financial institutions and private sector infrastructure owners and operators on asset transactions, transport policy and strategy and has been responsible for major project implementation around the world.

Graham also serves as a Non-executive Director of The Tasmanian Ports Corporation. He was a founding Board member of Building Queensland (2015-18) and has previously served as Global Vice-Chairman of the Washington Program of the International Roads Federation.

Graham was formerly Global Managing Director for AECOM’s Transportation Infrastructure business. In the course of his 26 year career with AECOM (1986-2012), Graham held a number of other senior positions including Global Leader of the Ports business, and Market Sector Director for AECOM’s transportation business, and served on the company’s Corporate Development Group, Global Operations Committee and Global Major Projects Risk Review Committee.

Graham is a Fellow of the Institution of Engineers Australia, and holds a degree in Civil Engineering from the University of Sheffield and a Diploma from the Australian Institute of Company Directors.

Matt David

Matt David joined the Board of Port of Brisbane Pty Ltd (PBPL) in July 2021. Matt is a Principal in QIC’s Global Infrastructure team, where his role covers investment and asset management activities across government, social and transport sub-sectors. QIC’s Global Infrastructure team manages over $20 billion in infrastructure assets.

Matt has over 15 years of experience within the infrastructure sector across both civil engineering and finance roles. Prior to joining QIC, Matt was an Associate Director with Capella Capital focusing on origination, financial advisory and delivery of social, PPP and other concession-based assets. During this time he worked across a range of infrastructure transactions including rail, ports, logistics, convention centres, and social and affordable housing.

Matt is a member of the Board of Directors of Titles Queensland, the company delivering titles registry services as part of the State Government’s Queensland Future Fund initiative. He holds a Bachelor of Engineering (Civil) and Bachelor of Commerce from the University of Queensland.

Chloé Brayne

Chloé Brayne joined the Board of Port of Brisbane Pty Ltd in March 2022 and is an Investment Director in the Caisse de dépôt et placement du Québec (CDPQ) team of infrastructure experts in Australia. Her role includes supporting the development and execution of infrastructure investment and asset management activities across Australia and New Zealand. She is also responsible for the management activities of selected investments such as WestConnex, Port of Brisbane, Plenary and NRT (Sydney Metro).

Chloé has over 13 years of combined experience in infrastructure investing, mergers and acquisitions and asset governance, including at AustralianSuper, where she more recently led its investment into WestConnex 2 and managed its holdings in Transurban Queensland and WestConnex. Prior to this, she spent six years in Paris, France, where she worked at a global infrastructure contractor focusing on PPP bids, execution and delivery across Northern Europe. Her expertise is in bringing governance, financial and strategic principles to both origination and deal execution as well as broader asset management.

Chloé is a graduate of the Australian Institute of Company Directors and holds a Masters of IP Law, Bachelor of Law (Honours) and Bachelor of Science from the University of Melbourne. She sits on the Board of Directors of WestConnex, Port of Brisbane, Plenary and NRT. Her previous board appointments include WestConnex (for AustralianSuper) and Transurban Queensland.

Jill Rossouw BCom, M Phil, GAICD

Jill Rossouw joined the Board of Port of Brisbane Pty Ltd (PBPL) in October 2014 and Chairs the Audit and Risk Committee.  Jill is Executive Director Infrastructure at global fund manager IFM Investors, and is responsible for the active asset management of infrastructure companies IFM invests in as well as the origination and execution of investments.  Jill is an accomplished Non-Executive Director and Committee Chair, with current and former directorships spanning privatised transport infrastructure entities, social infrastructure and public healthcare.  Prior to joining IFM Investors, Jill was an Associate Director at PwC in project finance advisory mainly focused on public sector clients. Prior to this, Jill worked for GE Capital’s private equity arm.

Jill is Chair of the High Speed Rail Authority and has previously been a board member of Brisbane Airport, NT Airports, the Royal Victorian Eye and Ear Hospital and several public-private partnerships in the education, defence, transport and justice sectors.  Jill is a Graduate of Australian Institute of Company Directors and holds a Graduate Diploma of Applied Finance and Investment (FINSIA), Bachelor of Commerce (University of KwaZulu-Natal) and Master of Philosophy in Finance (University of Cambridge, UK).
